Punjab Digitizes Forest Records with Satellite Imagery

The Punjab administration has digitized forest records with the establishment of a geographic information system (GIS) laboratory which is situated near Ravi Road, Lahore.

As part of the initiative, forest records in the province are being digitally mapped. So far 750,000 acres of the forest land has already been mapped out. While the monitoring and maintenance of the area on a permanent basis is also being switched to digital.

As part of this project 500,000 acres of forest land has already been accounted for through satellite imagery.

With the help of this modern technology we can now confirm the correct number of trees, area and location of a forest in any part of Punjab.

Pretty soon the information will be available to the public via a mobile phone application. The same information is being made available via a web portal.

The Punjab Information Technology Board (PITB) are helping with this. It is expected that both the web portal and the mobile app would be completed by 2019.
Records for plantation on private sector land will also be available. The move is part of the Social Forestry Programme spearheaded by the forest department.

As part of the same program, there are also plans to do reforestation via plantation, with 11,850 acres of land ready to be claimed. 7,500 acres of this land intended for plantation is in various districts of Thal, including in Khoshab, Mianwali, Bhakar and Layyah.

The project also aims for plantation on 4,350 acres of river land. The Provincial Minister for Forestry Sabtain Khan said that any queries regarding the number of saplings planted as part of the project of the reforested land will be addressed by the GIS lab and the web portal.

Balochistan Minister for Information Technology Sardar Abdul Rehman Khetran informed the Balochistan Assembly on Thursday that the provincial government had approved the Quetta Safe City Project (QSCP) that would cost Rs2.28 billion.
Speaking on a resolution jointly moved by opposition members Nasarullah Zerey, Sham Lal and Shahina Bibi, he said safe city projects for Gwadar and all divisional and district headquarters of the province would also be launched soon.

He said the QSCP was pending for long, adding work on the project would start soon.
The opposition members through the resolution demanded that the Balochistan Assembly should be converted into an e-assembly as was done for Khyber Pakhtunkhwa Assembly.
Deputy Speaker Sardar Babar Khan Musakhail — who presided over the session — and members on treasury benches supported the call. The resolution was adopted without any opposition.
Though Chief Minister Jam Kamal Khan Alyani was present in the house, Mr Khetran took the floor and informed the house about the government’s plan for the QSCP.

Air Sial Gets Approval from Prime Minister to Launch Its Operations

The government has granted approval to the launch of a new private airline, which will be starting its operations next year.
AirSial, which is a venture of Sialkot Chamber of Commerce and Industry (SCCI), was given the go-ahead by Prime Minister Imran Khan to launch its operations.

The airline will be based in Sialkot. Chairman of AirSial, Fazal Jillani said it would become operational within the next year.

The Prime Minister granted the approval during a meeting with local businessmen including AirSial Chairman Fazal Jillani. The delegation was led by the Special Assistant to the Prime Minister on Youth Affairs Usman Dar, who called on the premier and Minister for Privatization and Aviation Muhammad Mian Soomro in Sialkot.

The local businessmen thanked the Prime Minister for extending cooperation for the launch of the airline.
The airline is being launched jointly by the Sialkot Chamber of Commerce and Industry (SCCI) and Sialkot International Airport.

The local business community of Sialkot had established the Sialkot International Airport on a self-help basis. Following the establishment of the airport, the business community in 2009 had decided to launch an airline to provide a cost-effective and reliant travelling facility to the community and others on both domestic and international routes.

The new airline secured an aviation license (Regular Public Transport – RPT) from the Civil Aviation Authority (CAA) in October 2017. The airline plans to operate services to key destinations in Pakistan and the Middle East with three Airbus A320 aircraft.

During the meeting with the businessmen, the Prime Minister observed that Sialkot is fast becoming a major hub for investment and that the government would provide additional facilities to the area.

“The airline’s launch will create jobs and stimulate business activity in the region,” Khan added.

The Sialkot business community has also planned to set up a food and vegetable processing/packing centre close to the airport in order to boost exports

COMPARING PORT CAPACITIES
By Mehreen Nadeem

Trade activities fuel a countries economy. Generically, a system of imports and exports is developed through land routes whereas maritime routes are only available to geographically fortunate countries.

Gwadar, the crown of CPEC, comprises of a core city as well as a port side. Largest in the world, Gwadar Port is adequately constructed and fully equipped to handle, store as well as clear an aggregate of 400 million tonnes of cargo, annually.

Welcoming its first liner in March 2018, Port of Gwadar is still in its early stages of development and hasn’t fully risen to its absolute potential. However, in juxtaposition with the Port of Karachi and the Port of Jebel Ali, an adequate estimation of Gwadar’s capability can be deduced.

Port of Karachi

Opened to activity in 1857 and since operated by Karachi Port Trust, it is Pakistan’s first sea port and consequently opened a myriad of vistas for the nation. With an aggregate of 30 available berths and 8 wharfs, it includes a deep natural harbour and provides safe navigation for vessels. Being the country’s largest metropolis, Karachi contributes to 53.38%** of the total collections of the Federal Board of Revenue. A major portion of the profits is generated through customs duty and sales tax on imports.

Port Of Jebel Ali

A century and 2 decades after the inauguration of the Port of Karachi, Jebel Ali in Saudi Arabia came in to existence. The 9th busiest port in the world with the largest man-made harbour to have ever been built the Port of Jebel Ali has an annual port capacity of 7.62 million tonnes.*

Owing to its strategic location the port provides a full market access to over 2 billion people and consequently plays an essential role in UAE’s economy.

Gwadar Port

Once a remote town of Baluchistan, Gwadar has now flourished and progressed to become one of the most lucrative cities in Pakistan. Under the China-Pakistan-Economic Corridor, Gwadar city and port is all set towards redeeming Pakistan’s crashing economy. It is strategically developed to handle 200 million tonnes of cargo each year while plans of expanding the venture in phase III entail a port capacity of 400 million tonnes annually.

Conclusion

In summation, Gwadar Port is the shining beam on the sombre horizon of Pakistan’s economy. The port will not only bring internal benefits in terms of its size but will also expedite trade activities, for China, as well as  lathe
ndlocked Central Asian countries.

Confusion about the tax on mobile phones

As there still is lots of confusion about the tax on mobile phones in Pakistan, in this post I will try to explain the thing in detail. here goes.

1) if you have ever used your mobile phone in Pakistan before (with a Pakistani SIM, can't say for sure about roaming) December 2018, you do not need to register or pay any tax when you go back (no matter how long your stay is going to be)

2) if you're not planning to use a sim card in the device (for example a tablet that does not use a sim, or something to play games on), you do not need to register or pay tax for it. (if you later change your mind and decide to use a sim, your tablet will still work for 30 days before requiring to register and pay tax) again for this case the length of your stay does not matter.

3) if you're only going to use roaming (and not a Pakistani sim) in your phone, you do not need to register or pay tax, length of your stay does not matter here.

4) if you're going to use a local Pakistani sim, but will be in Pakistan for less than 30 days, you do not need to register or pay tax. (although you may or may not have to register the next time you take the device to PK, hopefully they have catered for this case as well and implemented some kind of a reset period)

5) you're allowed to register a phone (that you're taking as a gift) without paying taxes once an year. so for example you're going to Pakistan for 20 days with three devices, two of which are yours and one is a gift for someone, you do not have to register the devices that you're going to keep and get the gift registered without paying taxes. but if your stay is going to be longer than 30 days and you're going to use local sims, you will have have to pay the taxes for at least two devices and get the third one registered as a gift.

hopefully, for other cases you guys will still be able to figure out based on the above mentioned cases  Please do let me know if I have missed something or made a mistake. The info used in this post comes from FBR documents and press releases by govt.

Increase in research output

Pakistan is the second country in the world that has shown the largest percentage increase in research output in 2018.

According to estimates put together by publishing-services company Clarivate Analytics for Nature, Pakistan is one of the emerging economies that produced 15,9% more research output. Egypt came first at 21%. The research was measured in numbers of scientific papers published.

It isn’t clear what has led to the rise for Egypt and Pakistan but experts think that increases in funding and international collaborations might have boosted the numbers in Egypt and Pakistan.

“One reason could be that both countries started from a low base — near the bottom of the list of top 40 countries in overall numbers of papers,” the article quoted Robert Tijssen, head of science and innovation studies at Leiden University in the Netherlands, as saying.

Power Ministry to Hire 10,000 People to Prevent Power Theft

Minister for Power, Omer Ayub Khan, announced on Friday that the ministry is planning to hire more people in the power distribution companies through a transparent procedure to fill in the shortage of meter readers and technical personnel in order to prevent electricity theft.

The minister said that there will be as many as 10,000 hirings in this regard. He made this announcement in the question hour in the National Assembly.

Ayub further revealed that they will hire the new staff through advertisements in a transparent manner to improve the efficiency of the power distribution companies.

He apprised the House that the Power Division had clearly directed all the power distribution companies to ensure accurate billing and abstain from overcharging the public.

In case of overcharged electricity bill, the consumer can write to the relevant offices for their grievances’ redressal, said the minister.

He told the parliamentarians that vacancies of meter readers and technical staff remained unfilled for years. Due to the shortage of staff, incidents like overbilling and fictitious meter readings occurred, Ayub added.

The minister said that they will improve the financial condition of the power sector through technology, administrative measures, and better availability of human resources.

According to him, around 250 officials in the power companies have been terminated while 8000 first information reports (FIRs) have been filed. Moreover, they have sent 1250 officials to jail in lieu of FIRs on charges of power theft and other crimes.

The Pakistan International School of Damascus: The unreported and silent success story of diplomacy

Pakistan has played a quiet but important role in providing high quality education to Syrians from all walks of life.

Almost all the stories coming out of Syria over the last few years have been of doom and gloom. There has been much destruction to a land rooted in deep and unparalleled history, possessing two of the world’s oldest cities along with people who can easily be called the world’s most diverse set of communities coexisting peacefully; all before regional and international actors made it a battleground for proxy warfare.

Before the war, Syria had the most robust state education system in the Arab world, and even the BBC did an in-depth documentary on the diversity and progressive nature of the Syrian school system. It is these real stories of the Syrian school system and a healthcare system that once was the envy of the Arab world that need to be highlighted as Syria begins it slow but steady recovery towards normality.

It is here that Pakistan has played a quiet but important role in providing high quality education to Syrians from all walks of life. The Pakistan International School (PIS) of Damascus, which comes under the auspices of the Pakistani Embassy, has become a leading school in the country. Meanwhile, other international schools, such as the French School of Damascus and the American School, shut down as the war peaked in 2014 and 2015.

So what has the PIS done quietly that has made it a humanitarian and diplomatic success?

Graduation Day

Peter Oborne, one of Britain’s leading journalists, recently returned from a two-week trip to Syria and highlighted the resilience of the Syrian education system despite unjust sanctions, and focused on how the government is rebuilding schools and carrying out the national curriculum amongst the ruins. A regular visitor to Syria, Oborne also talks about the sense of normalcy and quiet stability that has returned to the streets, and how Syrians have started looking ahead almost immediately without stopping to think about the opportunities lost.

For the PIS, the story has been a similar one. The will and desire of the Syrian people to get on with education has helped the Pakistani Embassy run its school.

Orientation Day

During the first couple of years of the war, student numbers dropped dramatically and the school was hit with staffing problems and a lack of interest from the Foreign Office in Islamabad. However, under incumbent Ambassador to Syria Air Marshal (Retd) Rashid Kamal and his team of teachers, advisors and administrators, the school is looking to reach new heights.

In 2018, Kamal took over from Athar Bukhari, another very successful diplomat who came in at a very difficult time in 2015 and revived the overall diplomatic relations between Damascus and Islamabad. Kamal has taken these ties further, with a keen interest in capitalising on Syria’s huge human capital.

Career counselling
A cancer awareness campaign

The PIS caters not only to those families that can afford to pay, but gives need-based scholarships on the basis of merit and has also supported schools outside of Damascus hit by the war or the influx of internally-displaced people. The school has supported special needs and disabled children affected by the war.

Raising funds at a bake sale
Teacher training has been a particular focus of the current administration, and for the first time since the war, the Ambassador has made arrangements for an international school trip, while a potential student exchange program is in the pipeline, alongside bringing in coaches from the British Council or the University of Cambridge. The school has also enrolled children of other foreign diplomats serving in Damascus, as more and more embassies reopen while Syria gets ready to return to full diplomatic relations with the rest of the world.

Celebrating Christmas

According to Ambassador Kamal,
“For Pakistan, it has been the most important thing to provide world class education in times of extreme war – education is a fundamental right which should not be indulged with politics and sanctions. We are making sure we carry on the legacy of this school, but diversify in such a manner that it benefits the people of Syria.”

He goes on to say the Syrians are the most remarkable and positive people he has encountered in his career
